These Certificates of Economic Liberation were similar to the 1947 issues, however, they were issued involuntarily by the government. A portion of workers salaries were paid with these certificates which indicated they would pay 5% interest and were not redeemable for 5 years. It appeared that not many certificate holders collected regular interest payments based on the small number of interest stamps found. I expect that many certificate holders felt they were just another government ploy to keep their money and they did not collect the interest. I have listed notes without an interest stamp on the back as "REMAINDERS".
